A good mailing list service can verify the means by which it compiled its information.  Most the reputable ones will have information obtained from voluntary sources or people who have taken proactive measures to get information about products and services.  Lists that come in the form of CD-ROMs or other ways may be been compiled unethically and may violate anti-spam laws.  The business itself usually never sees the actual list, but sends its promotional items through the third party service.
